I studied Computer Information Systems at college and my first job was a helpdesk, IT department. It's been 25 years since then and I still suggest people the same thing. Reboot first if something wrong with your PC. From my experience, half the time I went to see colleague's PC, it only took a reboot. I assume some people just call IT person because they're too afraid to do anything unusual on their PC but try a reboot first. It won't hurt. If a reboot didn't work, then call your IT department.
