Around Tokyo metropolitan area, we mostly see clear blue sky in winter time. It's usually cold and dry. If you want to feel the white snow, you should visit Hokkaido. It doesn't snow much in Tokyo area. The rain season in Tokyo is June and summer is very hot and humid. I don't recommend that you visit Japan in summer time.
